I really don't see what the big deal is about allowing more than one order per household/address as long as the orders (INCLUDING PAYMENT) are in the names of DIFFERENT people (still only one order per person).
As long as the Collector's Club account and Credit Card MATCH that avoids one person ordering in a bunch of different "names" but still paying for it all with one credit card.
If they are really that paranoid that some @ss munch at a comic store is gonna get all their employees to order the limit in their own names and ship them all to the store then fine, put a limit of something like 3 per household/address no matter whether or not the names are different.
But to flat out across the board say no more than 1 order per household/address ONLY screws legit collectors because, as we all know, the scalpers WILL find a way around the system (have the employees ship to their own houses) but the legit collectors who happen to live in the same place (parent/child, siblings, college roommates, etc) won't be able to as easily. I appreciate what they are trying to do, I just don't think they are doing it in the most fair/efficient way for the collectors.
